I’m looking at some new homes in the Raleigh, NC area. ME and my wife are in the market to buy a home. (We have good credit and a good down payment). These new homes that are already built in the new neighborhoods have stated prices. Are these negotiable?

Everything in housing is negotiable, especially in this crappy market. New home builders are at a standstill with excess inventor ad few prospects. They may negotiate. Throw a lowball number at them (but don’t insult (200 for 400 house)) and see if they bite
There are several reasons that builders may not lower their prices, but those reasons may not apply here.
One is they don’t want to spend time building unless they get paid what they feel they should- but if these houses are already built then they may not have much hope.
Two is if they sell this one for less it will force them to sell the future ones for less because often the sale information is public or at least public to the appraisers- but if this is the last one they have for sale and do not intend to build any more (at least in this area) then they may make a deal.
Three they may owe so much to the bank on interim loans that they can not reduce the price and may just be praying for the market to get better before they get foreclosed on- But the bank may help make a compromise sale or “short sale”.
If you are looking at a builder that has a “spec” house already built and it is the final one in the area for them and they don’t owe a huge loan to the bank, you may be able to get a very good price. I would make an offer and see, probably the quicker you can offer to close the more likely this would work.
